ANNOTATION:
non-human intelligence MAY result from a metasystem transition

Human intelligence, as distinct from the intelligence of non-human animals, results from a metasystem transition that allows the organism to control the formation of associations of mental representations, producing imagination, language, goal setting, humor, arts and sciences.

I would love to know what gives the author any confidence and therefore any basis to make the assertion that non-human intelligence does NOT arise from a metasystem transition???

This kind of assumption is RAMPANT and incredibly ANNOYING. People make all kinds of assumptions about what non-human intelligence or mental experiences are. We suppose that many animals and plants do not have consciousness either. That seems to me to be a wholly unsubstantiated guess, however educated the guess may be.
