ANNOTATION: Perhaps a more fundamental process at work here
Yes, this description seems appropriate to me, but in the context of
something I think is more fundamental. In my paper on autevolution,
I describe a cyclical 'complimentarity' between form and function evidnet
in all evolutionary processes. The complimentarity notion states that
a precise definition of one aspect precludes precise definition of the
other. If we accept that function is somehow represented, as obviously
form is, then this becomes an evolutionary process where function (or
even purpose) can influence the selection of form (phylogeny), which
then only loosely implies function. Function becomes defined during one's
ecological lifetime, whereas form becomes defined genetically and through
processes of development.
Your idea may be a special case of the above.???
