Control Assumption Issues

Is it not possible that the next level of system, S', has emergent behavior without any specific new control, C'. The structure and the initial rules of control for the original system S allows structure to form after some generations of evolution. A system may exhibit complex behavior based on simple rules among neighboring subsystems that comprise the overall system. It is natural that there must be a system control, but what if there isn't. What if certain subsystems become dominant with respect to overall system behavior in certain situations, and other subsystems become dominant in other situations. It isn't necessary for new control elements to appear, though the new meta system behavior may not be directly discernible from the initial subsystem behavior. Cellular automat has such characteristics. At any rate, I do like the model of met behavior and meta system characteristics that somehow build on the lower or contained systems.
