Are you implying control of movement evolved as a response
to a negative stimuli, 'irritability'?
Would it not seem logical that control of movement evolved
 as a process which increased the chances of succesful 
predation, feeding and/or mating.
It might be advantages to consider movement as a process of 
taxis or kinesis.
