What role does Uncertainty reduction play in this elusive construct? 

A comment:

 It would seem an 'organising predicate' of this movement (cybernetics) is the acceptance that we are moving towards some completion of knowledge ---> a complete knowledge of truth. Can cybernetics 'maintain momentum' without relying on such an axiom?
